The Maine Monitor reported on the issues with manufactured housing now addressed by the Maine Office of Community Affairs (MOCA).
The Monitor highlighted that state report published in 2025 that found mobile home park residents often don’t know where to go when they have a problem and advocated for moving oversight of park licensing and safety issues to MOCA.
MOCA is now responsible for mobile home park community standards, including issues related to electrical poles, outside oil supply tanks, unit numbering, drainage, the pads mobile homes are placed on and more. MOCA can also hear complaints related to rotting trees, but a licensed arborist needs to assess them first. While manufactured homes are governed by federal standards, and modular homes are governed by state rules, enforcement of both is now under the Manufactured Housing Program (MHP) within MOCA.
