Maine Monitor speaks to MOCA for story about manufactured housing community in Eliot
The Maine Monitor spoke to representatives from the Maine Office of Community Affairs for a story about Marshwood Estates, a manufactured housing community in Eliot where residents are looking to solve ongoing issues through state resources.
The article noted that problems that once went to the Manufactured Housing Board are now handled by the Manufactured Housing Program (MHP) at MOCA. The article highlighted the fact that MOCA is in the process of developing a guidebook to help residents resolve common safety and accessibility issues
The article also noted that MOCA is redefining aspects of the new regulatory structure are still being defined, which may be informed by the experience with Marshwood Estates. Starting September 2026, MOCA will host public webinars, targeted stakeholder meetings, and at least one public meeting to gather feedback and discuss potential legislative proposals. Ryan Chandler, the senior manufactured housing inspector and acting executive director of MHP, told the Monitor that an April 15 inspection found 22 violations of the state’s manufactured housing community rules; a follow-up inspection on July 31 found the majority of the park’s issues had been resolved, with some lingering electrical, nuisance and street drainage violations. MOCA gave Marshwood Estates until mid-September to fix the remaining problems.
“We will continue to work with the owners to bring the community into full compliance with all applicable laws and rules,” Chandler said in a statement.
